Seminyak, Umalas and Kerobokan

Seminyak is the oldest and most built-out stretch of Bali's international coast, where new homes come from renovation rather than fresh land. Behind it sit the rice-field compounds of Umalas and the working streets of Kerobokan. This guide covers the pockets, the title and zoning rules, and dated asking prices.

The setting

Seminyak was a fishing village until the 1970s and 1980s, when it emerged as the quieter alternative to Kuta and Legian to its south. The Oberoi, which opened as The Kayu Aya and has carried the Oberoi name since 1978, still occupies about 16 acres with roughly 400 metres of beach. Most of the villa stock in the core went up in the 2000s.

Today this is Bali’s longest-established international resort corridor. There is almost no vacant land, so new homes come from renovating or rebuilding what is already here.

The name stretches further than the village. Kelurahan Seminyak covers only 2.65 square kilometres, the older core by Seminyak Beach and the Double Six end, and sits in Kecamatan Kuta. Petitenget, the Oberoi strip, Batu Belig and Umalas belong to Kerobokan Kelod, a kelurahan of Kuta Utara district. Kerobokan itself is split across Kerobokan Kelod, Kerobokan Kaja and a kelurahan simply called Kerobokan. Zoning lookups and permit offices follow these boundaries, not the market name.

Where the best homes are

Petitenget is the beach-club and hotel end of the coast, with Potato Head, the W and the small sea temple of Pura Masceti Petitenget, associated with the priest Dang Hyang Nirartha. Compounds of four to six bedrooms concentrate here and toward the Oberoi, and this is where the area’s largest estate villas tend to be found.

Jalan Kayu Aya, known as Oberoi Road, runs about two kilometres from Seminyak Square to The Oberoi at the beach, with more than 50 restaurants, bars and boutiques along it. Homes here are mostly two and three bedroom leasehold villas and small compounds set back from the street. Frontage on this road carries the highest land asking prices sampled in the area.

Batu Belig lies at the northern edge of Kerobokan Kelod, on the seam with Berawa. Its dark-sand beach is for sunset walks rather than clubs, and Jalan Batu Belig is about two kilometres of cafes running inland. Beach-edge villas here appear among the most expensive listings in the area.

Umalas is inland, between Seminyak and Canggu, fringed by rice fields. The typical home is a boutique villa compound looking over the fields, built for longer-stay families. The Lycée Français de Bali, founded in 1991 and now teaching more than 400 pupils from upwards of 25 nationalities, is on Jalan Umalas Kauh, with a British-curriculum preschool and a 24-hour clinic close by.

Kerobokan proper is the inland working district along Jalan Raya Kerobokan and Jalan Mertanadi, where stone-carving, furniture and textile warehouses supply villa and hotel fit-outs across the island. Residential land sits behind these roads, notably in Kerobokan Kaja.

Title and zoning

Only Indonesian citizens may hold Hak Milik, Indonesian freehold. It is closed to foreign individuals and to the PT PMA, the foreign-owned Indonesian company.

That leaves three routes. Hak Sewa is a lease, a private contract that is not registered at BPN and does not appear on the certificate, so the notarised lease deed is the buyer’s whole protection. Hak Pakai, a right of use, can be held by a foreign individual. Under Kepmen ATR/BPN 1241/SK-HK.02/IX/2022 the Bali minimum for a landed house is Rp 5 billion, the house must fall in the regulation’s rumah mewah category, and the limit is one plot per person or family of up to 2,000 square metres. Reporting differs on whether a KITAS or KITAP is needed at purchase or whether a passport and visa suffice, a point to settle with the PPAT. Through a PT PMA, the title is HGB or Hak Pakai. Since Permen Investasi/BKPM 5/2025 took effect on 2 October 2025, the company’s minimum paid-up capital is Rp 2.5 billion, separate from an investment value above Rp 10 billion per business code and location. Courts treat nominee arrangements, where an Indonesian holds Hak Milik for a foreigner, as void, relying on the Basic Agrarian Law (UUPA, Article 26(2)) together with SEMA No. 10, a 2020 Supreme Court circular, and Bali’s Perda 4/2026 expressly prohibits them.

Badung was reported in July 2024 to have full RDTR coverage, so parcels have plan-level zoning that can be looked up on the regency’s BATARA portal. Property-sector sources describe the Seminyak and Kerobokan Kelod coast as tourism zone, the Kawasan Pariwisata of Pasal 95 in Perda Bali 2/2023, where villa rental is permitted. That settled status kept Seminyak largely clear of the green-zone permit revocations that hit Canggu from 2023 to 2025. Umalas is less uniform. Agency guides describe a mix of residential, tourism and protected rice-field zoning there, though that is agency language rather than a government map. Inland Kerobokan mixes commercial, residential and land beside agriculture.

Short-stay letting by a foreign owner runs through a PT PMA, with a tourism-zone location, a PBG approval for commercial use, an SLF certificate and a business number (NIB) registered to the right KBLI classification. The whole sequence typically runs six to twelve months. Booking platforms were given until 31 May 2026 to verify listings against the government licence database.

Living here

The airport is about 11 kilometres away, 20 to 45 minutes by car by way of Sunset Road and the Ngurah Rai bypass. Sunset Road is chronically congested, and Jalan Raya Seminyak and Jalan Petitenget slow with beach-club drop-offs and parked cars. The nearest full-service international hospital is BIMC in Kuta, established in 1998.

Seminyak Beach is black volcanic sand. A Rp 249 billion beach conservation project funded by a JICA loan, adding breakwaters and sand nourishment from Kuta through Double Six, Seminyak and Petitenget, began around December 2024, with completion targeted for the end of 2026. Inland, overnight rain into 14 December 2025 flooded streets in all three Kerobokan kelurahan, attributed to river overflow carrying upstream rubbish and low-lying ground.

Asking prices

The figures below are asking prices unless stated. One international villa index gave a top asking band for Seminyak of US$1 million to US$2.5 million in May 2026. Magnum Estate put built, leasehold premium villas at US$500,000 to US$1.2 million in June 2026. At the ceiling, the twenty highest Rumah123 listings viewed on 29 October 2026 asked between IDR 111 billion and IDR 424 billion, including a beachfront freehold villa at IDR 420 billion listed by at least three agents. Portal ceilings carry duplicates and errors and overstate the market.

For land, Magnum’s June 2026 guide places Seminyak and Umalas at about US$900 to US$1,900 per square metre, the highest band in its table. Per are, listings viewed in September 2026 asked between IDR 1.7 and 3.5 billion in Petitenget, between IDR 1.5 and 3.3 billion in Batu Belig, and from IDR 760 million in Kerobokan Kaja, where the top of the sample reached IDR 2.5 billion. No Umalas figure exists beyond the grouped band. The only sold data is island-wide, a median of IDR 5.27 billion for the twelve months to mid-2026 (REID data, as reported in August 2026), with leasehold at 86.5% of sales.

Before you buy

Check the parcel’s zone on BATARA under its true kelurahan, and confirm that the PBG and SLF match both the building that stands and the use you intend. Enforcement cases across Bali in 2025 and 2026 turned on missing approvals. For a lease, the fate of the building when the term ends rests on the contract wording alone.

The PPAT verifies the certificate against BPN records, checks for encumbrances and confirms the seller’s capacity. Inherited land needs the consent of every heir, and a sale without it is void (Putusan MA No. 82 K/PDT/2004). The buyer pays BPHTB at up to 5% under UU 1/2022, and the seller a final 2.5% under PP 34/2016. At Rp 30 billion and above, a home sold by a VAT-registered seller attracts 20% PPnBM and the full 12% PPN, which reaches much of Seminyak’s beachfront stock. A buyer abroad can complete signing by notarised power of attorney.

We can arrange accompanied viewings, including of homes that are not publicly listed.

Questions

Can a foreigner buy freehold in Seminyak?

Not as Hak Milik, which only Indonesian citizens may hold, and which a PT PMA cannot hold either. The options are a notarised lease (Hak Sewa), personal Hak Pakai subject to the Rp 5 billion Bali minimum for a landed house and the 2,000 square metre cap, or HGB or Hak Pakai held through a PT PMA.

Is Petitenget part of Seminyak?

In the market, yes. On the map, no. Petitenget, the Oberoi strip on Jalan Kayu Aya, Batu Belig and Umalas belong to Kerobokan Kelod, a kelurahan of Kuta Utara district, while Kelurahan Seminyak is a small unit in Kecamatan Kuta. Zoning checks and permit offices follow these boundaries, so a parcel should be checked under its real address.

Can a foreign owner let a Seminyak villa to short-stay guests?

Only through a properly licensed business. A foreign owner operates through a PT PMA, and needs a tourism-zone location, a PBG approval for commercial use, an SLF certificate and a business number (NIB) registered to the right KBLI classification. The sequence typically runs six to twelve months. The Pondok Wisata homestay licence is restricted to Indonesian citizens.

How far is Seminyak from the airport?

About 11 kilometres. The drive takes 20 to 45 minutes depending on traffic, by way of Sunset Road and the Ngurah Rai bypass. Sunset Road is the main link to Seminyak and Canggu and is chronically congested, particularly around the Dewa Ruci underpass and during holiday peaks.
