Sanur

Sanur was Bali's first beach resort and remains its calmest, a reef-sheltered shore with a long promenade and a low skyline that gave the island its height limit. It sits inside the city of Denpasar, so its zoning, permits and new hospital district follow city rules rather than a regency's.

The setting

Sanur grew from the 1950s and 1960s as Bali’s first beach-tourism centre, well before Kuta’s later boom. The Belgian painter Adrien-Jean Le Mayeur settled on the beach in 1932 with his wife, the Legong dancer Ni Pollok, and their house on Jalan Hang Tuah is now a museum holding about 80 of his paintings. Pura Blanjong, on Jalan Danau Poso, keeps a stone pillar inscription believed to date from the 10th century.

The Bali Beach Hotel, built from 1963 to 1966 under President Sukarno and opened on 1 November 1966, rose ten storeys over an island of low buildings. That height is the trigger cited for Bali’s building limit, set by governor’s decree in November 1971, and the restrained streetscape of Sanur today follows from it.

The shore faces east onto the Badung Strait. A reef roughly 500 metres out takes the waves, so the water inside is shallow and calm, one of the few reliably swimmable stretches on the island. Twelve groins built under a JICA-funded program protect 5.8 kilometres of this coast, and a second Japanese-funded conservation phase worth Rp 1.08 trillion runs through 2028.

Where the best homes are

Administratively Sanur is three units in Kecamatan Denpasar Selatan, formed when the old Desa Sanur was divided in 1979 and 1980. Kelurahan Sanur holds the central strip around Sindhu Beach and Jalan Danau Tamblingan, the main road of cafes and hotels running parallel to the sand.

Desa Sanur Kaja is the northern beachfront half, along Karang and Semawang beaches and Jalan Pantai Karang. Its typical high-end property is a small boutique compound close to the reef-sheltered water, such as seven-room villa resorts in Balinese-modern style.

Desa Sanur Kauh lies to the south and along the Bypass Ngurah Rai. It holds Mertasari Beach, the rebuilt Sanur Harbour and RSUD Bali Mandara, and works more as a transport and hospital corridor than a tourist front. Agent guidance from May 2026 puts a beachside premium of 20% to 30% on Mertasari homes. Batu Jimbar carries some of the larger beach villas in current listings.

Much of the beachfront stock was built in the 1990s and early 2000s, around compounds and guesthouses that grew up after the Bali Beach Hotel era. Newer two and three bedroom villas, often off-plan, cluster near the ICON Bali mall and the hospitals, with completion dates into 2026 and 2027. Some beach parcels are green zone, kawasan hijau, where building is prohibited or tightly limited.

Title and zoning

Hak Milik stays with Indonesian citizens. A foreign buyer works with one of three titles instead. A lease, or Hak Sewa, rests on a notarised contract between private parties, with no entry on the BPN certificate. Hak Pakai can be held by a foreigner in person for one landed house of up to 2,000 square metres, with the Bali floor price set at Rp 5 billion by Kepmen ATR/BPN 1241/SK-HK.02/IX/2022, and Sanur’s owner-occupiers on residence permits are among the buyers it suits. HGB or Hak Pakai can also sit in a PT PMA, whose minimum paid-up capital fell to Rp 2.5 billion on 2 October 2025 under Permen Investasi/BKPM 5/2025.

The city plan is Perda Kota Denpasar 8/2021, with detailed RDTR zoning published by DPMPTSP Kota Denpasar for each planning area. Denpasar was reported in July 2024 to have full RDTR coverage, which means a zoning confirmation (Konfirmasi KKPR) can issue automatically through the OSS system. The province’s informal colour shorthand applies here too, with pink for tourism, yellow for residential and green for farmland and protected land, though no Sanur-specific zone map was confirmed in research. One 2026 zoning guide names yellow-zone land in Sanur as the safest choice for foreign-owned homes, while a short-stay letting business needs tourism-zone land.

On the coast, research for Sanur describes a sempadan pantai buffer measured landward from the high-tide line for a minimum of 100 metres, within which about 70% of land is allocated to protective uses. Perda Bali 3/2026, in force since 4 March 2026, declares beaches public space and bars any business from shutting local people out of the shore for ceremony, social life or work. Sanctions run from warnings to permit revocation and demolition.

Living here

The airport is 16 to 17 kilometres by road. Reported drive times range from 14 to 45 minutes and can stretch to about an hour in heavy traffic on the Bypass, one of South Bali’s busiest roads. Jalan Danau Tamblingan backs up around sunset near the mall.

Sanur was declared a low-emission zone under Perwali Denpasar 39/2025, launched on 21 February 2026 across Sanur Kaja, Sanur Kauh, Desa Adat Sanur and Desa Adat Intaran. By February 2026 a fleet of 12 electric shuttle buses was running between Segara Ayu and Mertasari, alongside new footpaths, lighting and drainage.

Healthcare is what sets Sanur apart. KEK Sanur, a 41.26 hectare health special economic zone where the Grand Inna Bali Beach once stood, houses Bali International Hospital, inaugurated on 25 June 2025. The zone as a whole is meant to be fully operating by 2027, and by mid-2026 realised investment stood at IDR 5.37 trillion, below official targets. RSUD Bali Mandara and Prima Medika are nearby. Bali Island School, opened in 1986, teaches preschool to Grade 12. Sanur Harbour runs fast boats to Nusa Penida, Lembongan, the Gilis and Lombok.

The buyers described in agent research are retirees after a calm, walkable base, families, owner-occupiers on residence permits and long-stay medical visitors.

Asking prices

These are asking prices, not sales. Rumavi in May 2026 put four-bedroom beachside villas held as HGB through a PT PMA at US$800,000 to above US$1.2 million, and three-bedroom beachside homes on 25 to 30 year leases at US$450,000 to US$750,000. Among the twenty highest Rumah123 listings viewed on 29 October 2026, the credible ones ranged upward from IDR 75 billion to IDR 250 billion, including a 4,400 square metre beachfront villa at IDR 135 billion and a 1,600 square metre Batu Jimbar beach villa at IDR 88 billion. The top listing on that page, IDR 693 billion for a 300 square metre villa, is a data error. Ten Sanur land listings sampled in 2026 asked from IDR 1 billion per are up to a top of IDR 3.66 billion, with beachfront and Danau Tamblingan commercial plots at the top. No dated top-end land figure for Sanur was found, and the international villa index used for other areas gives no top band for it.

Before you buy

Look up the parcel on Denpasar’s RDTR before any payment, and check for green zone and the coastal buffer on anything near the sand. On older beachfront compounds, confirm that the PBG and SLF cover the structure as built and the use you intend. Walk the street after heavy rain if you can, since the low-lying pockets are known. For a lease, only the contract settles who keeps the building once the lease runs out. Before drawing the sale deed, the PPAT verifies the title with the land office and searches for encumbrances, and every heir must consent to the sale of inherited land.

We can arrange accompanied viewings along the Sanur shore, including homes not on the open market.

Questions

Is Sanur governed by Badung like Seminyak and Canggu?

No. Sanur sits in Kecamatan Denpasar Selatan within Kota Denpasar, a city rather than a regency. Its spatial plan is Perda Kota Denpasar 8/2021, covering 2021 to 2041, and building approvals and zoning services run through the city's DPMPTSP office. Kelurahan Sanur, Desa Sanur Kaja and Desa Sanur Kauh share that framework.

Can a foreign buyer own a beachside home in Sanur?

Not as Hak Milik, a title only Indonesian citizens may hold. Agent guidance from May 2026 describes four-bedroom beachside villas held as HGB through a PT PMA and three-bedroom beachside homes on 25 to 30 year leases. A foreign individual may also hold Hak Pakai over one landed house of up to 2,000 square metres, at a Bali minimum of Rp 5 billion.

What hospitals are near Sanur?

Bali International Hospital opened within the KEK Sanur health zone and was inaugurated by President Prabowo on 25 June 2025. RSUD Bali Mandara, the provincial hospital on the Bypass in Sanur Kauh, has run a 24-hour emergency room since October 2017, and Prima Medika in Renon has operated since 1982.

Does Sanur flood?

Some streets do. Denpasar's public works office says Sanur lies in a natural depression and that tidal rises back up its drains. Jalan Bumi Ayu and Jalan Betngandang I flooded on 27 and 28 December 2025, and a Rp 78 billion program of 50 drainage points was planned for 2025 across Kelurahan Sanur and Desa Sanur Kauh.
