Ungasan and the Southern Cliffs

Ungasan looks south and south-east over calmer water than the surf coast to the west. It is the larger, more settled side of the Bukit, with the GWK statue on its ridge, Melasti and Pandawa below, and land that May 2026 reporting describes as drawing buyers priced out of the western cliffs.

The setting

Desa Ungasan covers 14.99 square kilometres of the southern Bukit in Kecamatan Kuta Selatan, Badung, and counted 16,716 residents at the 2020 census, more than neighbouring Pecatu. It shares the same uplifted limestone plateau as Uluwatu, but its coast faces south-east, and its beaches are known for gentler swimming water rather than reef breaks. The Garuda Wisnu Kencana statue, 121 metres including its base and inaugurated on 22 September 2018, rises from the cultural park on the ridge.

On the coast, Melasti Beach sits at the foot of a paved road cut down through the cliff. For years the road was poor, and once it was rebuilt the beach clubs followed. Sundays, on the cliff edge, is reached by an escalator set into the rock. Green Bowl, in Banjar Kangin, is a small bay at the bottom of roughly 328 steps below the sea temple Pura Batu Pageh. Karma Beach fronts the gated Karma Kandara resort.

To the east is Desa Kutuh, with 5,322 people in 2020, home to Pandawa Beach and the Bukit Pandawa Golf and Country Club, an 18-hole, par-54 course of par-3 holes opened in October 2016.

Where the best homes are

The top-end stock follows the cliff line and the ridges with sea or GWK views. The research records gated villa compounds on the south-eastern cliff around Karma Kandara, and trophy cliff-edge villas along the wider Ungasan and Pecatu cliff line, the most expensive tier on the Bukit. Building directly at Melasti is limited. The homes sit above and behind the beach clubs.

Behind the first row, Ungasan is village land with a mix of residential and agricultural zoning, and this is where much new villa building is being planned. NusaBali reported in May 2026 that developer pipelines on the Bukit were turning toward Ungasan and Balangan, that much of the available inventory lay along the Goa Gong to Melasti corridor, and that roughly one plot in four listed in Balangan and Ungasan was agricultural or otherwise restricted. A plot that looks like a villa site may not be one.

Pandawa holds the larger cliff parcels on this side. October 2026 asking samples include ocean-front freehold land of 12.6 are, a 65 are parcel, and a cliff villa on 1,845 square metres.

Title and zoning

Only Indonesian citizens may hold Hak Milik, so a foreign buyer here chooses among three structures. Hak Sewa is purely contractual and never appears on a certificate, and what becomes of the building when it ends depends entirely on its wording. Median leasehold terms on Bukit listings exceeded 34 years in May 2026. Hak Pakai lets a foreigner hold a landed house whose Bali price is not less than Rp 5 billion, one plot per person or family, up to 2,000 square metres, under Kepmen ATR/BPN 1241/SK-HK.02/IX/2022. On land derived from Hak Milik its term is up to 30 years, renewable for up to 30 more. A PT PMA may hold Hak Guna Bangunan, and since 2 October 2025 its minimum paid-up capital has been Rp 2.5 billion under Permen Investasi/BKPM 5/2025. Holding land through an Indonesian nominee is void in law, and Perda Bali 4/2026 bans it outright.

Zoning comes from Badung’s regency plan, Perda 4/2025, and the Kuta Selatan RDTR, Perda 7/2018. The RDTR fixes the coastal setback at a minimum of 100 metres landward of the highest tide, caps any building inside it at 4 metres, and governs cliff coastline under sempadan jurang rules. Listings speak of pink, yellow and green land, which is agents’ shorthand for zones in the provincial plan, Perda 2/2023. Pink stands for the tourism zone, where villa rental is permitted. Yellow is residential, where a private villa is allowed but daily rental is not automatic. Green covers agricultural and protected land, where villa construction is prohibited save for narrow exceptions.

Two recent cases set the tone. The eight Melasti warnings of August 2025 came weeks after the Bingin demolitions, though Badung chose review over immediate clearance. On Jalan Maghada the GWK park’s wall cut residents off from their homes by car for about a year before the Governor intervened and partial demolition began on 1 October 2025. Perda Bali 3/2026, in force since 4 March 2026, now declares beaches public space that business activity must not close off.

Living here

The swimming coves at Melasti, Green Bowl and Karma suit families, and golf is close at Pandawa, with the New Kuta links course across the Bukit at Pecatu. The nearest school in the research is Uluwatu School in Pecatu. There is no full private hospital on the Bukit, only 24-hour clinics, and the closest documented emergency department is at BIMC Siloam inside the Nusa Dua enclave.

No airport time specific to Ungasan was published. Nyang Nyang, at the far end of the Bukit, is about 40 minutes from Ngurah Rai, and NusaBali reported in May 2026 that road and toll works through Pecatu and Ungasan had shortened the drive, without giving a figure. The GWK junction is a known congestion point, which the planned Jalan Lingkar Barat is meant to relieve. A September 2026 report placed a segment to Jalan Melasti in the first stage of the South Ring Road, scheduled for 2026 to 2027.

Water needs planning. The limestone holds little reachable shallow groundwater, and piped supply to parts of Ungasan, Kutuh, Pecatu, Balangan and Jimbaran was cut from 28 May to 4 June 2023 while a pipe leak was repaired.

Asking prices

No sold-price data is published for Ungasan. Everything here is asking.

An April 2026 analysis of more than 16,000 active listings, reported by NusaBali, put the freehold median asking price in Ungasan at USD 329,000, across all price levels. Villas on one 2026 aggregator were priced from about IDR 2.3 billion up to about IDR 6.6 billion, leasehold and freehold together. The Bukit’s cliff tier sits far above both, with one international index placing the apex asking band for the Uluwatu and Bukit clifftops at USD 8 to 25 million in May 2026.

For land, NusaBali reported Ungasan second-line plots at IDR 120 to 250 million per are in May 2026, and IDR 400 million or more with ocean or GWK views. A single agency listing that month asked IDR 325 million per are for a residential Ungasan plot with a slight view. At Pandawa, listings seen in October 2026 asked about IDR 1.55 billion per are for 12.6 are of ocean-front freehold and IDR 895 million per are for 65 are; the listings themselves carried no date. A Pandawa cliff villa on 1,845 square metres appeared in a Rumah123 sample that month at IDR 109 billion. Leasehold near Melasti was estimated in May 2026 at IDR 15 to 20 million an are each year, and under IDR 10 million in parts of Kutuh.

Before you buy

Confirm the village on the certificate, then the zone against the RDTR rather than the listing, given how much Ungasan land is agricultural. Where a plot borders a large landholder or attraction, the Jalan Maghada case argues for an access easement that is written and registered before purchase. Ask for the PBG and SLF of any existing building; a Kampial land-clearing site for a planned resort, with no PBG or environmental document, was sealed in January 2026. Plots that may be customary village land, such as temple-owned Laba Pura, need particular care, as published sources do not settle whether such land can be sold or leased to an investor.

For an estate above 2,000 square metres, Hak Pakai will not cover the whole holding. A home bought from a VAT-registered seller at Rp 30 billion or more carries 20 per cent PPnBM and the full 12 per cent PPN. Budget for water storage from the start.

We can arrange accompanied viewings across Ungasan and Pandawa, including homes not offered publicly.

Questions

Where exactly are Melasti and Pandawa?

Melasti Beach lies within Desa Ungasan and is reached by a paved road cut down through the cliff. Pandawa Beach is in Desa Kutuh, a separate village of 8.56 square kilometres on Ungasan's eastern side. Agents often file Kutuh and Pandawa listings under Nusa Dua, so the village named on the certificate is worth confirming early.

Can a foreign buyer hold land in Ungasan in their own name?

Not as Hak Milik, which only Indonesian citizens may hold. A foreigner can lease land under Hak Sewa, take Hak Pakai on a landed house costing no less than Rp 5 billion in Bali, limited to 2,000 square metres, or own through a PT PMA, which can hold Hak Guna Bangunan. The buyer's notary and lawyer should set out which suits the property.

How is Ungasan land priced?

Only asking figures are available. NusaBali reported Ungasan second-line land at IDR 120 to 250 million per are in May 2026, rising to IDR 400 million and above where there are ocean or GWK views. In October 2026, ocean-front freehold land at Pandawa was listed at about IDR 1.55 billion per are. They are not recorded sales.

Have the authorities acted against unpermitted building in Ungasan?

Yes. In August 2025 Badung's public works office formally warned eight businesses at Melasti for operating on government coastal land, without permits or outside commercial zones, and indicated that each would be reviewed individually, not demolished. Separately, a wall put up by the GWK park stopped residents driving to their homes on Jalan Maghada from around September 2024 until partial removal began in October 2025.
