The setting
Uluwatu is less a village than the name agents give to the south-western tip of the Bukit peninsula. Most of it lies in Desa Pecatu, an administrative village of 26.41 square kilometres in Kecamatan Kuta Selatan, Badung, which takes in Pura Luhur Uluwatu, Suluban, the Labuan Sait strip, Bingin, Padang Padang, Dreamland and Nyang Nyang. Balangan, usually grouped with them, is placed by Indonesian sources in neighbouring Desa Ungasan.
The ground is uplifted coral limestone ringed by sheer cliffs, with no rivers and no rice terraces. Pura Luhur Uluwatu, one of Bali’s Sad Kahyangan temples, stands about 70 metres above the ocean. The reef below it became known abroad after the 1972 film Morning of the Earth, and the coast still turns on surf. Suluban, Padang Padang and Bingin are cove beaches reached on foot by cliff stairs of roughly 100 to 190 steps. Nyang Nyang, further south, remains undeveloped and steep to reach.
Where the best homes are
Three distinct kinds of property share this coast. The first is the cliff edge itself, from the temple through Pecatu to Nyang Nyang, where trophy estates sit at the top of the Bukit price range. Recent asking examples include a 1.3 hectare cliff-front villa and a four-bedroom cliff-front villa on 1,610 square metres. Value on the cliff turns on the width of frontage, whether it faces sunset or sunrise, and road access.
The second is Pecatu Indah Resort, a masterplanned development of roughly 400 hectares begun in 1996 above Dreamland and Balangan, with the 85 hectare New Kuta Golf links course at its centre. Its gated and golf-course villas stand on land that came through a single resort concession rather than piecemeal building, a different history from the coves on either side.
The third is the Bingin and Labuan Sait area, where most stock is leasehold and smaller in scale, from boutique guesthouses to three-bedroom villas, with the occasional large holding. One listing describes a 137 are estate with 250 metres of cliff frontage above the Bingin and Impossibles breaks. At Balangan the villas keep to the clifftop, with simple surfer-run warungs on the sand rather than beach clubs.
Supply at the top is thin. NusaBali reported in May 2026 that most remaining undeveloped land in the cliff zone is developer-controlled, zoned agricultural or inside building setbacks, and that roughly one in four plots listed in Balangan and Ungasan is agricultural or otherwise restricted.
Title and zoning
Hak Milik is closed to foreign buyers. The usual routes are a lease (Hak Sewa), a private contract that is never registered at BPN, so protection rests on the notarised lease itself; Hak Pakai on a landed house, with a Bali minimum of Rp 5 billion, one plot per person or family and a cap of 2,000 square metres under Kepmen ATR/BPN 1241/SK-HK.02/IX/2022; or Hak Guna Bangunan held by a PT PMA. Several cliff estates now offered exceed that cap, and a larger holding requires a separate permit. Courts treat nominee arrangements as void, relying on Articles 21 and 26(2) of the UUPA, and Perda Bali 4/2026 now prohibits them in terms.
On the Bukit the binding constraint is the coast. Badung’s RDTR for Kuta Selatan (Perda 7/2018) requires coastal setbacks of no less than 100 metres, measured landward from the highest tide, treats cliff coastline under sempadan jurang rules, and limits building height within the setback to 4 metres. Badung defines a cliff for this purpose as land with a slope of at least 45 per cent and a drop of at least 5 metres. A plot sold on its view can lose real buildable area once these lines are drawn. Badung’s regency spatial plan is now Perda 4/2025, and how it sits alongside the 2018 RDTR has not been settled in published sources.
Enforcement has been direct. At Bingin, 48 buildings came down on 21 July 2025, six days after the regency signed its order, on land the Governor described as green space where no permits had ever been issued, and no compensation was offered. In August 2025 Badung’s public works office warned 20 businesses at Balangan and 8 at Melasti for operating on government coastal land or without permits. In July 2026 a Badung DPRD special committee, Pansus TRAP, reported indications of spatial and permit violations at four tourism projects on the Pecatu cliffs and recommended temporary closure of the problem buildings.
Living here
Days turn on the cliff, the surf and the cafes and coworking rooms along Jalan Labuan Sait. Uluwatu School in Pecatu, founded in 2024, took its first Grade 1 to 7 pupils in August 2025 and extends to Grade 8 in August 2026. There is no full private hospital on the Bukit, only 24-hour clinics.
Uluwatu Temple is about 40 minutes from the airport and Bingin about 35, in clear traffic. In 2026 peak delays on Jalan Uluwatu were reported at three hours and beyond. A turn-restriction scheme trialled from 2 June 2026 is being made permanent, and Jalan Lingkar Barat, a new route of more than 10 kilometres through Pecatu, is targeted for completion in 2027.
Water is the quiet running cost. The limestone holds little accessible shallow groundwater, piped supply is described as strained, and households fall back on tankers. In May 2024 a 5,000 litre tank cost Rp 300,000 in Pecatu. The larger resorts run their own desalination plants.
Asking prices
No sold-price data exists for this segment by area. The only sold figures are island-wide, and REID data, as reported in August 2026, gave a median Bali villa sale of IDR 5.27 billion across all sizes. Every figure below is an asking price.
One international index placed the apex asking band for the Uluwatu clifftops at USD 8 to 25 million (May 2026). Rumah123’s twenty most expensive Uluwatu listings in October 2026 asked IDR 66 billion to IDR 270 billion, though one cliff-front villa appeared at least five times across agents. Premium three-bedroom villas at Bingin were quoted from USD 550,000 in March 2026.
Land figures disagree. In July 2025 an agency guide gave cliff-front freehold a range of between IDR 1.5 billion and IDR 4.5 billion for each are. In May 2026 NusaBali gave the Uluwatu cliff-front belt IDR 350 million up to beyond IDR 1 billion an are, and Pecatu IDR 200 to 450 million. Single freehold asking samples from May 2026 include IDR 1 billion per are at Dreamland, tourism-zoned with golf and ocean views, IDR 700 million at Nyang Nyang and IDR 600 million at Balangan. Prime leasehold at Bingin, Suluban and Uluwatu Beach was estimated above IDR 30 million per are per year. An April 2026 analysis of active listings found freehold asking at an 82 per cent premium over leasehold in Pecatu and 76 per cent in Uluwatu, the widest gaps on the island.
Before you buy
Ask the notary to run the PPAT checks on the certificate, any encumbrances and the seller’s capacity, and to confirm the zone against the Kuta Selatan RDTR rather than a listing tag. Have the setback lines drawn on the survey, and ask for the PBG and SLF of any existing building. Land cleared for a resort without a PBG was sealed at Kampial in January 2026. Make sure road access rests on a written, registered easement, and that every heir has consented where land is inherited. The Bukit has seen forged title before, in a 2018 police case over two large Balangan plots.
At the top of the range, tax shapes the deal. A home sold by a VAT-registered seller at Rp 30 billion or more attracts 20 per cent PPnBM and the full 12 per cent PPN. For a foreign owner who intends to let, licensing runs through a PT PMA with an NIB, a tourism-zone location, a PBG for commercial use and an SLF, and that sequence is reported to run six to twelve months.
We can show homes along this cliff that are not on public portals, and arrange accompanied viewings.
