Jimbaran and Nusa Dua

Jimbaran and Nusa Dua sit either side of the Bukit's narrow neck, nearer the airport than anywhere else on the southern coast. The bay, the resort headlands and the hills behind them hold the largest private estates here, while the gated Nusa Dua enclave runs on a land regime of its own.

The setting

Jimbaran is a kelurahan of about 45,500 people (mid-2025 estimate) curved around a west-facing bay south of the airport, with an unbroken reef across its mouth. It began as a fishing and farming village, and the seafood grills on the sand at Muaya and the early-morning fish market at Kedonganan, a separate kelurahan at the bay’s northern end, still carry that history. To the south and south-west the ground climbs into limestone hills and cliffs, through Goa Gong, Bukit Permai and Jimbaran Hijau to the Karang Mas headland. There the 90-hectare Ayana estate holds 980 villas, suites and rooms, and the Four Seasons runs an all-villa resort at the tip of the beach.

Nusa Dua, on the east coast, is not an administrative unit. Its gated core is a state-planned resort enclave of about 350 hectares inside Kelurahan Benoa, planned in the early 1970s and developed from 1974 as the World Bank’s first tourism project for Indonesia. In December 2025 it held 22 star-rated hotels and 10 villa properties, with the Bali Nusa Dua Convention Center and the Bali National Golf Club among them. Outside the gates lie the hills of Sawangan, Kampial, Taman Mumbul and Taman Giri, and to the north the Tanjung Benoa sandbar, a kelurahan of its own known for watersports.

Where the best homes are

In Jimbaran the private estates are on the hills, not the bay. Freehold ocean-view villas of four to ten bedrooms on 850 to 1,600 square metres in Southeast Jimbaran and around Goa Gong form the core of the upper market. True beachfront is short. The only beach-front land on one October 2026 agency page was a touristic-zoned parcel in North Jimbaran divided into five lots. Jimbaran Hijau, the hill township between the two resort headlands, adds planned estates, and in January 2026 its premium residential project announced management by an international hotel group. Puri Gading and Taman Griya are residential pockets near schools.

In Nusa Dua, private buying happens beside the enclave rather than inside it. In October 2026 four-bedroom freehold cliff-side residences in South Nusa Dua, on 715 to 882 square metres, were asking IDR 43.5 billion to IDR 48 billion, with four of seven reported sold. Sawangan’s cliffs carry the newer resort building. Kampial, Taman Mumbul and Taman Giri hold freehold family houses, and Tanjung Benoa offers beachfront serviced apartments on leases of 31 to 33 years. Some listings filed under South Nusa Dua actually stand in Desa Kutuh, at Pandawa.

Title and the enclave

Hak Milik can be held only by Indonesian citizens, and that applies to every certificate described here as freehold. A foreign buyer may lease, may take Hak Pakai on a landed house whose Bali price is at least Rp 5 billion, limited to one plot and 2,000 square metres (Kepmen ATR/BPN 1241/SK-HK.02/IX/2022), or may own through a PT PMA, which can hold Hak Guna Bangunan. A ten-bedroom house on 1,600 square metres falls within the Hak Pakai limit. The 12,500 and 24,000 square metre estates at the top of the Jimbaran listings do not, and a larger holding needs a separate permit.

The enclave is its own case. ITDC holds the land under Hak Pengelolaan (HPL) and allocates lots by long-term land utilisation agreements. Club Med’s, signed in 1984 for 50 years, was extended in August 2024 to 2084. Any interest there is either HGB on HPL or such an agreement. Under PP 18/2021, HGB on HPL land has an initial term of up to 30 years, extendable by up to 20 and renewable by up to 30, and the buyer should ask whether ITDC must consent to a transfer. Conversion of ITDC’s HPL to pure HGB was initiated in April 2024, and no source confirms it has completed.

Outside the enclave, Badung’s Kuta Selatan RDTR (Perda 7/2018) and the 2025 regency plan govern. Listings tag the beachfront north of the bay and some South Nusa Dua ocean-view plots as touristic, and most hill plots as residential, but each tag is only the agent’s word until checked against the RDTR. Airport safety zoning (KKOP) imposes obstacle and height controls near Ngurah Rai. Perda Bali 3/2026 declares beaches public space, and Teluk Benoa, behind Tanjung Benoa, was designated a maritime conservation area in 2019.

Living here

Proximity to the airport is the draw. Bay resorts are about 15 to 20 minutes from Ngurah Rai, and Nusa Dua about 30 to 40 by the toll road over the water, which opened in September 2013 and charged Rp 13,000 for a car in 2026. Peaks still bite. On 29 December 2023 the airport-bound queue reached about 4 kilometres back to the Jimbaran to Nusa Dua junction.

Healthcare is stronger here than on the western Bukit, with the 24-hour emergency centre at BIMC Siloam in Nusa Dua. Asian Intercultural School in Jimbaran teaches the Cambridge curriculum from age 1.5 to 19, and Udayana University’s largest campus sits on the hill above. Samasta, on Jalan Wanagiri, gives Jimbaran a place to shop and dine. Nusa Dua adds the Bali National Golf Club, an 18-hole, par-71 course, and the Bali Collection shopping complex behind the main beach.

Asking prices

No sold-price data exists for either area. REID data, as reported in August 2026, gives only an island-wide median villa sale of IDR 5.27 billion. Everything below is asking.

The twenty most expensive Jimbaran listings on Rumah123 in October 2026, once implausible entries were set aside, ran from IDR 112 billion to IDR 278 billion, including a 24,000 square metre freehold hilltop estate at the top and a 12,500 square metre cliff-front estate at IDR 200 billion. The Nusa Dua equivalent ran from IDR 109 billion to IDR 225 billion, mostly villa complexes and resorts on 11,800 to 18,712 square metres, with one Sawangan cliff-front villa on 3,663 square metres listed five times at IDR 110 billion. One international index placed the Nusa Dua apex asking band at USD 2 to 3 million in May 2026 and gave none for Jimbaran.

For land, an October 2026 agency sample showed Jimbaran residential hill plots at IDR 500 to 750 million per are, and the touristic beach-front lots in North Jimbaran at IDR 2.1 to 2.35 billion per are. Nusa Dua freehold asks ranged from IDR 330 million per are on a 50 are inland parcel to IDR 1.87 billion on a main-street plot, with Tanjung Benoa quoted by one agent at around IDR 2 billion. None of these listings carried a date. Leasehold in Nusa Dua and coastal Jimbaran was estimated at IDR 15 to 20 million an are each year in May 2026.

Before you buy

In Jimbaran Hijau, check the HGB chain and court record. About 100 residents of Desa Adat Jimbaran told the provincial DPRD in February 2025 that an investor held 280 hectares of customary land under HGB, which the company denies, citing certificates held since the 1990s. The case went to the Denpasar district court, and its outcome is not yet known.

On the hills, ask for a geotechnical report and a retaining and drainage design. A cliff landslide at Cengiling in March 2023 damaged villa areas, and two of the four villas monitored afterwards lacked complete permits. Kelurahan Jimbaran flooded on 24 February 2026. South Badung is short of piped water, desalinated water costs about Rp 30,000 per cubic metre, and bore wells near the coast should be tested for salinity. On Tanjung Benoa’s west coast, a 2024 study of satellite imagery from 2005 to 2021 rated erosion very high. Visit by day and by night to hear the flight path.

At the top of the range, a home bought from a VAT-registered seller at Rp 30 billion or more carries 20 per cent PPnBM and the full 12 per cent PPN. Lease terms in the Nusa Dua sample ran from 12 to 33 years, so compare price per year of tenure.

Questions

Is private villa ownership possible inside the Nusa Dua enclave?

The research found no private freehold villa stock inside the gates. The enclave's roughly 350 hectares are held by the state company ITDC under Hak Pengelolaan and let to hotel operators lot by lot on long-term agreements. Villas inside are hotel-operated. Private buying happens beside the enclave, in Sawangan, Kampial, Taman Mumbul, Taman Giri and Tanjung Benoa.

How close is Jimbaran to the airport?

Resorts on Jimbaran Bay are about 15 to 20 minutes from Ngurah Rai, and a hill plot listed in October 2026 gave 25 minutes by car. Nusa Dua is about 30 to 40 minutes, using the 12.7 kilometre Bali Mandara toll road. The same proximity brings occasional aircraft noise, which beachfront hotels disclose and agents flag near the approaches.

What do the top homes in Jimbaran cost?

All published figures are asking prices. In October 2026 freehold ocean-view villas of four to ten bedrooms in the Jimbaran hills were listed at IDR 18.5 billion to IDR 25.5 billion. The most expensive credible Jimbaran listings on Rumah123 that month ran from IDR 112 billion to IDR 278 billion, the top one a 24,000 square metre hilltop estate.

Is there a hospital nearby?

Yes. BIMC Siloam Nusa Dua, inside the ITDC enclave, has a 24-hour Accident and Emergency Centre, an ICU and medical evacuation by air and sea. In 2012 it became the first hospital in Indonesia accredited by ACHS International. This is a material difference from the western Bukit, where only clinics operate.
