Nyanyi, Kedungu and the Tabanan Coast

Past Cemagi the coast crosses into Tabanan and the black sand runs on toward Tanah Lot. Kedungu, Nyanyi and Pangkung Tibah are still farming and fishing country, with low cliffs, river mouths and rice fields behind the beach, and Nuanu now taking shape on the land between Nyanyi and the temple.

The setting

This is Kecamatan Kediri, Kabupaten Tabanan, across the regency line from Canggu and Cemagi. Kedungu is not a single village but a beach and locality name. The beach and its banjar sit in Desa Belalang, while the beach road also runs through neighbouring Nyitdah. Pantai Kedungu was formally recognised as a tourist site only in 1998, and in Banjar Kedungu about 80% of households traded kelepon, a local sweet, at the beach.

Desa Beraban, to the east, holds two of the coast’s defining places. Tanah Lot, the offshore temple traditionally attributed to Dang Hyang Nirartha in the 1500s, received some 1.42 million visitors over 2025. Banjar Nyanyi, the village’s easternmost hamlet, takes its name from janji, a promise, after early settlers pledged to follow Beraban’s rules. West of Kedungu, Desa Pangkung Tibah is small, 1.91 square kilometres with 1,322 people in 2016, and the least developed stretch of this coast.

Where the best homes are

The shoreline is black volcanic sand backed by low cliffs, rice fields and river mouths, and the top-end stock is thin. The twenty highest-priced Kedungu villa listings on Rumah123, accessed 29 October 2026, ran from IDR 12 billion to IDR 117 billion asking. At the top sat a 3,524 m2 freehold beachfront villa operating as a wedding venue. The next tier was villas on 3,050 to 3,500 m2 at IDR 21.5 billion to 32.9 billion, two of them on Hak Milik, then five-bedroom rice-field villas on 1,500 m2 at IDR 13.5 billion to 15 billion, and three-bedroom villas within Nuanu on 300 m2 at IDR 12.7 billion to 13 billion.

Most of the market below that level is leasehold. One to three bedroom villas around Kedungu were listed in 2025 on terms of about 23 to 30 years at roughly US$110,000 to US$500,000. Leasehold land is also sold for villa building, such as a 680 m2 Nyanyi parcel whose lease runs until October 2051, extendable by thirty years, asking IDR 1.7 billion in 2025.

Nyanyi is shaped by Nuanu. The 44-hectare development keeps about 70% as green space, according to May 2026 reporting, and holds an international school, a hotel whose rooms include treehouses, a spa and a beach club. Pangkung Tibah is the opposite case. A 2.25-hectare government beachfront parcel there had no road access in a 2020 report, and the beach road still has little lighting.

Asking prices, with dates

Every figure on this coast is an asking price. An agency guide written in July 2025 gave freehold beachfront land at Kedungu a range of IDR 700 million up to 1.2 billion an are and IDR 1 billion to 2 billion an are at Tanah Lot. The same guide describes beachfront land in Canggu and Seminyak as scarce, pushing beachfront buyers toward Kedungu and Tanah Lot, with zoning, beach access and sunset orientation setting the premium.

For orientation only, US$500,000 at about IDR 17,600 to the dollar, the rate recorded for 8 September 2026, is roughly IDR 8.8 billion. Every listing in the Rumah123 top twenty sat above that line, but duplicates thin it sharply, and one 1,500 m2 villa appeared about nine times. An agency comparison from 2025 put a three-bedroom villa at around US$350,000 in Kedungu against around US$620,000 for comparable stock in Canggu. No sold-price data for the top tier exists for this area. Island-wide, REID data, as reported in August 2026, gave a median sold villa price of IDR 5.27 billion.

Title and zoning in Tabanan

Only Indonesian citizens may hold Hak Milik, so a foreign buyer of a freehold-listed home needs another route. The options are a notarised lease (Hak Sewa), which is a contract and not a registered title; Hak Pakai in their own name, at a Bali minimum of Rp 5 billion on landed homes under Kepmen ATR/BPN 1241/SK-HK.02/IX/2022 on one plot of up to 2,000 m2; or HGB or Hak Pakai held by a PT PMA. Nominee arrangements are void in Indonesian courts and prohibited by Perda Bali 4/2026.

Zoning is less settled here than in Badung. Tabanan’s spatial plan is Perda Kabupaten Tabanan 3/2023, covering 2023 to 2043, but detailed-plan coverage for the regency was reported at only 15.93% in July 2024, leaving most villa land around Tanah Lot outside it. Under PP 28/2025, a parcel outside RDTR coverage may need an assessed Persetujuan KKPR rather than the automatic confirmation available in Badung, a slower route.

The rules on farmland weigh heavily on this coast. Since 16 September 2025 the province has held conversion of productive agricultural land to commercial use under strict control. Perda Bali 4/2026 makes converting LP2B paddy into villas a criminal matter, and the sanctions include fines, cancelled permits and forced demolition. Tabanan is also one of six regencies that agreed to stop pushing new hotel and restaurant development from 2026, an arrangement whose legal form has not been confirmed.

Nuanu shows how this plays out. On 28 August 2025 a Bali DPRD commission, with BPN and Satpol PP, inspected the site and reported that protected paddy had become tourism land without clear justification, a restaurant on the cliff edge said to breach the setback and incomplete permits, including a missing AMDAL. No report of the outcome was found. No province-wide coastal setback distance was found either, and Badung’s 100-metre figure should not be assumed to apply in Tabanan.

Living here

The beaches are quiet. Kedungu’s main peak is a gentle A-frame for learners, with a quicker left breaking by the cliff when the tide is low. Pangkung Tibah has calm shallows with stronger waves further out, and is best visited in daylight. Tanah Lot is the exception. Its usual 2,000 to 2,500 visitors a day climbed to as many as 6,000 in the last days of December 2025.

UPTD Rumah Sakit Nyitdah, a regional hospital, stands on Jalan Pantai Kedungu, and Puskesmas Kediri III serves the Beraban coast. Bali’s first dedicated padel venue opened at Kedungu in February 2024. Inland, Nyambu, an ecological tourism village since 2016, is still more than 60% rice field.

The planned Gilimanuk to Mengwi toll road, a 96.84 km route through Jembrana and Tabanan into Badung, slipped through 2025 and went back to tender in 2026.

Before you buy

Check the land’s history before its view. Ask whether any part of a parcel is, or was, LP2B or protected rice field, and have the PPAT confirm the zone and certificate at the land office. Ask for the PBG and SLF on any built villa.

Look at the shoreline itself. Kedungu’s coast is eroding, and research found only poorly kept sea walls built by the community and no completed government protection project. Confirm road access in writing, since beachfront here has stood undeveloped for want of it.

Allow for duplicated listings at the top, and for tax on a new home from a developer priced at Rp 30 billion or more, which attracts 20% PPnBM. We can show homes on this coast that are not publicly listed, with viewings accompanied in person.

Questions

How much is beachfront land at Kedungu?

In July 2025 an agency guide priced freehold beachfront land at Kedungu between IDR 700 million and IDR 1.2 billion an are, and Tanah Lot at IDR 1 billion to 2 billion an are. These are asking-price estimates, not recorded sales, and no Nyanyi-specific figure was found. Freehold here means Hak Milik, which only Indonesian citizens can hold.

Is there much stock above US$500,000 on this coast?

Not much. The twenty highest-priced Kedungu villa listings on Rumah123, accessed 29 October 2026, all asked more than roughly IDR 8.8 billion, but one 1,500 m2 villa appeared about nine times across agents. Once duplicates are removed, the top tier comes down to a handful of distinct properties.

What is Nuanu?

Nuanu covers 44 hectares in Banjar Nyanyi, Desa Beraban, between Nyanyi beach and Tanah Lot, with about 70% kept as green space, as reported in May 2026. By December 2024 roughly US$100 million had gone into 32 finished projects, with 18 more in progress, including an international school, a hotel and a beach club.

How far is Kedungu from Canggu and the airport?

Area research puts Kedungu 15 to 20 minutes from central Canggu by way of Cemagi, and about 5.4 km, or roughly 12 minutes, from Tanah Lot. Drive times to Ngurah Rai International Airport are reported at anywhere from 33 minutes to about an hour, depending on the source.
