Canggu and Berawa

Canggu and Berawa share ten kilometres of black-sand coast in Badung, from the surf breaks of Batu Bolong and Echo Beach to the beach-club frontage at Berawa. Behind the coast road the land turns to rice fields, quieter lanes and family compounds near two of the island's established international schools.

The setting

Canggu is a coastal desa in Kecamatan Kuta Utara, Kabupaten Badung. The administrative village covers 26.41 square kilometres, although the built-up core most people mean by Canggu is closer to 5.23. Its tourism is usually dated to an international surfing contest held here in 1990, and by 2023 the village had around 324 registered hotels and lodgings after rapid building since the early 2020s.

The coast is black volcanic sand, broken by sea temples. Pura Batu Bolong stands on a rock outcrop at Batu Bolong Beach and Pura Batu Mejan gives Echo Beach its Indonesian name, Pantai Batu Mejan. Both are associated with Dang Hyang Nirartha, the priest of the 1500s.

Berawa lies to the east, inside the separate desa of Tibubeneng. It was a fishing settlement before the beach clubs on Jalan Pantai Berawa gave it a commercial identity, one of its two anchor clubs opening in 2022. Tibubeneng runs inland through thirteen banjar. Those near the beach carry most of the villa stock, while Dama, Dawas and Kulibul remain more residential and edged by rice fields.

Where the best homes are

Around Batu Bolong the typical build is a compact modern villa with a rooftop deck and plunge pool, designed to make the most of a small plot. The strip is walkable from the main road to the sand, and residents near the cafe road report traffic and late music, sometimes past 1am.

Echo Beach is bordered by rice fields to the north and by Pererenan to the west. The research describes it as surrounded by upmarket villas and hotel and villa complexes, with new cafes and beach clubs still opening through 2025. Jalan Pantai Batu Mejan is its single main access road.

In Berawa the dominant product is a two or three bedroom leasehold pool villa, and freehold is noted as comparatively rare in listings. Quieter rice-field compounds sit back in the Tibubeneng interior, where family demand follows the two international schools.

The very top of the market looks different again. Of the twenty highest-priced Canggu listings on Rumah123, accessed 29 October 2026, most were villa complexes and boutique resorts of eleven to thirteen villas on 3,000 to 4,311 m2, asking IDR 100 billion to 166 billion. The sample also held two 5,000 m2 Berawa beach estates at IDR 130 billion and a five-bedroom Batu Bolong villa on 1,074 m2 at IDR 96 billion to 100 billion, all asking. A July 2025 pricing guide describes true beachfront land in Canggu as scarce.

Asking prices, with dates

Every figure here is an asking price unless marked as sold. An agency index of trophy homes gave an apex asking band of US$2 million to US$5.5 million for Canggu and Pererenan in May 2026, naming freehold availability as a driver. A June 2026 developer guide put premium built leasehold villas in Berawa and Canggu at an indicative US$400,000 to US$800,000. A June 2026 snapshot across all price points gave a greater Canggu median asking price of US$405,000, with the middle half between US$278,000 and US$635,000.

For land, a June 2026 estimate put central Canggu between IDR 1.2 and IDR 2.5 billion an are, without stating tenure. Two 2026 agency guides price prime freehold land in Berawa from around IDR 1.7 billion an are up to around IDR 4.8 billion. Prime leasehold land in Berawa and Batu Bolong is quoted at IDR 40 million to 50 million or more an are each year (agency land guide, 2026).

The only sold data found is island-wide. REID data, as reported in August 2026, recorded 4,220 villa sales in the twelve months to H1 2026 at a median sold price of IDR 5.27 billion, with leasehold at 86.5% of sales and an average of 256 days on market.

Title and zoning

Hak Milik belongs to Indonesian citizens alone, and neither a foreigner nor a PT PMA may own it. A foreign buyer has three routes. Hak Sewa is a contractual lease that is never recorded at BPN, so protection rests on the notarised agreement, including the fate of the building when the term ends. Hak Pakai can be held personally, with a Bali floor of Rp 5 billion on a landed house under Kepmen ATR/BPN 1241/SK-HK.02/IX/2022 and one plot of up to 2,000 m2. Earlier guidance required a KITAS or KITAP, while 2023 reporting on PP 18/2021 says a passport and visa suffice, so confirm the current position with the PPAT. A company route, the PT PMA, can take HGB or Hak Pakai, and its minimum paid-up capital fell to Rp 2.5 billion from 2 October 2025 under Permen Investasi/BKPM 5/2025. Courts treat nominee arrangements as void under the UUPA and SEMA 10/2020. Perda Bali 4/2026 prohibits them.

Badung is reported at 100% detailed-plan (RDTR) coverage, so a parcel’s zone can be confirmed at plot level. The regency-wide plan is Perda Kabupaten Badung 4/2025. Pink, yellow and green are agents’ shorthand, mapping roughly to the tourism, residential and agricultural or protected zones of the provincial plan, Perda Bali 2/2023. Area research reports a 100-metre coastal setback under the Kuta Utara detailed plan.

River setbacks have been the local flashpoint. Satpol PP Badung reported eight separate enforcement locations between about July and October 2025. On 28 October 2025 it staked and partly sealed a villa on Jalan Padang Linjong that BPN and BWS measurement placed in the river body on about 2.5 are, with no land-rights basis, no PBG and no SLF.

Renting by the night is a licensed business. A foreign owner must operate through a PT PMA on tourism-zoned land, with a commercial PBG, an SLF and a verified NIB carrying the correct KBLI code. Reports put the process at six to twelve months.

Living here

The surf varies by beach. Batu Bolong is long and forgiving, the break for longboarders and surf schools. Echo Beach is a shallow, powerful left suited to upper intermediate surfers and better. Berawa has a shifting beach break with two reef sections, though rip currents and a sharp shorebreak run along a beach with no lifeguard cover over most of its length.

Canggu Community School and Montessori School Bali both sit in Tibubeneng. Day-to-day care comes from clinics, including Siloam Clinic Canggu and a 24-hour clinic on Jalan Pantai Berawa, and the nearest full hospital confirmed in research is BIMC Hospital Kuta, with 24-hour emergency care.

Traffic is the daily cost. A West Gatot Subroto road toward Tanah Lot, with a 375-metre underpass about 15 metres down, is planned to acquire land in 2026 and begin building in 2027. Phase one of a rail link from the airport through Kuta to Canggu is targeted for completion in 2028.

Before you buy

Treat compliance as the measure of quality. Ask for the PBG and SLF, and have the PPAT verify the certificate at the land office, check for encumbrances and confirm the zone before any deed is drawn. On a lane near a river, ask where the setback line falls and how the street fared in September and December 2025. Where access runs over a private lane, have the easement written and registered, since a statutory claim to a road is a lawsuit rather than a right.

Inherited land needs the consent of every heir, and the Supreme Court has held a sale without it void (MA 82 K/PDT/2004). Customary governance matters too. In May 2024 police arrested the customary head of Desa Adat Berawa over an alleged Rp 10 billion demand from an investor in a land sale.

At this level, tax thresholds come into play. A new home of Rp 30 billion or more bought from a VAT-registered developer attracts 20% PPnBM and the full 12% PPN. BPHTB, the buyer’s duty, is set by the regency at up to 5%.

Portal figures at the top end repeat themselves, with one estate often listed by several agents. We can show homes here that are not publicly listed, and accompany viewings in person.

Questions

Can a foreigner buy freehold in Canggu or Berawa?

No. Hak Milik, Indonesian freehold, is open only to Indonesian citizens. A foreign buyer can take a notarised lease (Hak Sewa), hold Hak Pakai personally where the home costs at least Rp 5 billion, the Bali minimum for landed homes, or hold HGB or Hak Pakai through a PT PMA. Nominee arrangements are void.

What do the most expensive homes in Canggu ask?

A Rumah123 sample of the twenty highest-priced Canggu villa listings, accessed 29 October 2026, ran from IDR 96 billion to IDR 575 billion asking. Most were multi-villa complexes on 3,000 m2 or more. The sample contains duplicates and at least one likely data-entry error, so it marks the ceiling of asking prices, not sale prices.

How far is Canggu from the airport?

Area research puts Canggu at roughly 14 to 20 km from Ngurah Rai International Airport, a drive of about 40 to 90 minutes depending on traffic, with the slowest periods around 8 to 10am and 4 to 7pm. Berawa is about 20 to 25 km away, quoted at anywhere from 45 minutes to more than an hour.

Does Canggu flood?

Parts of it have. Heavy rain in September 2025 flooded Canggu, and on 15 September the Yeh Poh river overflowed, leaving Gang Sri Kahyangan in Berawa the worst-hit road. Flash flooding on 13 December 2025 reached Tibubeneng, Padonan and nearby streets, with villas flooded and access roads impassable.

Which schools are close by?

Canggu Community School, in Banjar Tegal Gundul in Tibubeneng, is IB, CIS and WASC accredited and teaches about 650 students of more than 43 nationalities from Early Years to Year 13. Montessori School Bali, founded in 1998 and AMI licensed, has its campus on Jalan Raya Semat in the Berawa area.
